- Preheat oven to 375°F (190°C). Grease a 9×13-inch baking dish.
- Mix ground beef with garlic powder, onion powder, salt, and pepper. Shape into 6 patties.
- Sear patties in a skillet over medium heat until browned on both sides. Remove and set aside.
- In the same skillet, whisk 1 cup of milk with flour until smooth. Gradually add remaining 1 cup milk, whisking until thickened into a creamy gravy.
- Layer half of potatoes and onions in baking dish. Add browned patties, then top with remaining potatoes and onions. Pour gravy evenly over layers.
- Cover with foil and bake for 1 hour. Remove foil, sprinkle cheddar cheese, and bake uncovered 15 minutes until golden and bubbly.
- Let sit for 5–10 minutes before slicing. Garnish with parsley if desired.
Notes
Leftovers taste even better the next day as the flavors meld together. For extra-rich flavor, add a splash of beef broth to the gravy. If your potatoes are very thick, extend the bake time by 10–15 minutes.
